Rerouting a customer shipment

A customer-facing experience proposes a reroute; the tenant-aware backend supplies tenant context, shipment grounding, and authorization. The tenant-scoped adapter attempts the change against the tenant-scoped carrier system while the tenant-scoped verifier independently reads it back.
